Scottie,
Does the E3 have a hood air intake (sort of)  grill under the windscreen?
On an E9 it is there and one solution I see to your problem is to 
grit your teeth and with a small saw remove parts of the grill on the 
left (driver) side. You can then get at the release latch cable 
connect.
Remember, this is E9 type information.

All you then need is a new hood grill. Try for new - its plastic and 
all old BMW plastic turns as brittle as uncooked linguine over time.
