Style and fashion cause people to do amazing things. Even though dams and wings do little to improve performance at legal speeds, and as Art pointed out far too little to justify the cost of ongoing repairs, there is something about making a car look racy, and doing it in a personal way. It's fundamentally human. Same motivation that causes women to wear high heels that hurt their feet and short skirts they have to hold down on windy days. On a real race car nothing remains that does not contribute to improved lap times or is necessary for safety. On road cars, for a lot of people, looks trump function, because that's the way humans are.
