I have one of these (in battleship grey)!!! I found it in the dilapidated motor pool of a defunct military hospital, where I was working years ago and "liberated" it...it would have gone to the trash (still trying to justify theft to myself), so it found it's way into the back of my truck. It was loaded with dies for stamping metal parts, misc large socket pieces, and assorted box and adjustable wrenches (along with some other tools I still can't identify). It was covered with grime and oil, but the drawers slide well, and it has that nifty front cover. Though they are "portable" with that handle on top, they weigh over 50lbs. with tools, hence not very portable.
They are too small too keep complete sets of metric tools in the garage, but they are fantastic for the hall closet in the house to keep household tools (Craftsman $99 domestic set with safety box cutter, 8ft. tape measure, useless odd sized wrenches and mini Mag-lite) for the family to use...plus, since the drawers can separate everything, it is easy to see when someone didn't return the tools to the proper place...hence when you can justify using the cover and latch to lock the front until the perpetrator returns the missing tools.
Back to the point....I appreciate your desire to "complete the set", but you may end up paying $40 for the useless cover (hence why it is probably missing in the first place) to your $2 tool box...hence defeating the joy of your bargain. Put your collection of burnt ignition points, toasted spark plugs and chipped/faded Roundel's in it, and keep it as a conversation piece ;-)
