I don't really know but there seems to be a lot of fascists in PA.
   
  While I lived in Allentown, Pennsylvania for three years the locals prevented Walmart from opening a new store. Yep building complete, parking paved and striped.  No sign, apparently permit declined.  At the same time many small dinners in business with blatant plumbing and electrical code volition with no enforcement.  Hi ways with drive as fast as you want truckers turning one on it side or crashing and burning about once or trice a month.
   
  There also is some sort of electrical interference with the PA registration plates as once they are attached to the car the turn signals become in op.
   
  However one of there football teams has a QB whose face is harder and more tuff than concrete and has demonstrated that he does need to wear a helmet when he operates a motor cycle.
